second, improving efficiency and proficiency can be both costly and risky. if a big company plans to improve employees' working skills, it has to provide a series of training as well as appropriate equipment and introduce new technique, which will cost large amount of money. however, even carefully planned, it does not mean that the output will surpass the input, leaving the company running at a loss. this is true especially for those industrial corporations, because they have to change their machines and systems to improve the efficiency and proficiency of their employees, and the high-cost will put the corporation at risk.
